URL-http://apps.who.int/iris/ The present state of eye health services and available manpower, which is similar to that in many other countries (limited number and geographical maldistribution), does not permit any significant impact on the needs in this area of concern in the short term or medium term. This is particularly valid for the great majority of the rural population. In the writer's view and considering constraints of a varied nature, the only feasible gradual solution of the problem lies in the development of a community-oriented eye-care insfrastructure fully integrated into the basic health services of the country. The planning, organization and development of such a referral system require a long-term approach as well as implicit assumption and acceptance, by all those concerned, of the following basic concepts.
