An Address to Members of the Constituent Assembly of Nepal By Ms. Kyung-wha Kang United Nations Deputy High Commissioner for Human Rights Kathmandu 19 April 2011
Abstract:
This bulletin consists of the speech by Ms. Kyung-wha Kang about the peace process and political consensus on important issues.It also includes drafting the new Constitution, to establish a new foundation for national order in the country based on respect for human rights, the rule of law and justice and equal rights for all Nepalis. In the past, peace and justice were considered to be mutually incompatible goals.A constitution does not by itself guarantee the enjoyment of people’s rights. Experience from around the world tells us that even the most perfectly drafted Constitution does not, of itself, guarantee the enjoyment of human rights.
