Capacity Development for Scaling Up Decentralized Energy Access Programmes - Lessons from Nepal on its role, costs, and financing
Abstract:
This study examines the role of capacity development in scaling up energy service delivery in rural and remote areas of developing countries. It presents an analysis of field experiences from two successfully scaled-up national programmes in Nepal – the Nationa Micro-Hydropower Programme and the National Improved Cooking Stoves Programme. Specifically, the study applies UNDP’s Capacity Assessment Framework to evaluate the programmes’ capacity development efforts with regard to key functional and technical capacities. It also analyses the costs and sources of financing for capacity development. This analysis of capacity development in the context of decentralized energy access programmes is intended to assist policy makers in addressing the challenges of energy poverty. Close to three billion people lack modern fuels for cooking and heating, while one and half billion people still live in darkness, over 80 per cent of them in South Asia or Sub-Saharan Africa. Moreover, two million deaths annually are associated with the indoor burning of solid fuels in unventilated kitchens. We cannot be effective in reaching the Millennium Development Goals – reducing poverty, ensuring food security, addressing gender inequality, improving health and education, and also making the transition to environmentally sustainable, climate-resilient communities – without taking concrete action to provide poor men and women with access to modern energy services. #MICRO #HYDROPOWER #PROGRAM #SDGs
