Nepal - Operational Space: January 1 - April 30, 2007
Abstract:
As indicated by the trend graphs, there has been a continued gradual reduction in the number of reports of violations of the Basic Operating Guidelines (BOGs) by the CPN/Maoists. The graphs also indicate a reduction in the number of reports of violations by 'other groups', however this deserves interpretation. In many of the districts in the Eastern and Central Terai operational space has been severely compromised. Humanitarian and development workers in affected districts are reluctant to travel to rural areas, hence the drop in the number of incidents reported.The density of events indicated by shading on the map represents the total number of reports received, and not necessarily the total number of actual incidents. Map represents the number of reported challenges to operational space - violations of the Basic Operating Guidelines (BOGs).
