Universal Access To HIV Prevention, Treatment, Care and Support: Review Report 2010
Abstract:
This is a report of the Review of Nepal’s 2010 Progress in Achieving Universal Access targets on Prevention, Treatment, Care and Support. This exercise was made detailed in discussion with Government of Nepal, to guide planning processes for the next National Strategic Plan on HIV/AIDS 2011-2016) for Nepal starting 2011. Nepal has made progress in several areas of the HIV Response. Many new initiatives have been undertaken which include the second generation surveillance system, a review of the National HIV/AIDS Policy, several guidelines including ART, VCT, Community and Home Based Care, Targeted Interventions for Most-at-risk population , Mapping and size estimation exercise, health systems strengthening initiatives etc. Prevention coverage has increased among all MARPs except for Migrants. The Spectrum modeling exercise year indicates much higher number of populations in need, since the Nepal Context is not typical of the assumptions used in the modeling. Due to the inflated number of those in need of ART, the response for treatment and care though showing a meager 20%, it is almost 100% as reported by networks of positive people. According to the networks of PLHIV, all those identified, who are in need of ARV have been able to access services and drugs. The PMTCT coverage also seems low, against the Spectrum estimation; however the true coverage is 77%.
