Abstract:
Secretary-General Ban Ki-moon’s words to the Security Council in January pinpoint the challenges faced at the local level in Nepal in the lead-up to the Constituent Assembly election. UNMIN's civil affairs teams monitor ceasefire arrangements, in accordance with the request of the parties to the Comprehensive Peace Agreement, with the aim to help to create the conditions for a successful CA election. In November and December, UNMIN civil affairs teams visited 30 districts and 65 Village Development Committee areas as part of their monitoring work. UNMIN has continued to underline the need for a national monitoring body, to monitor and help create the conditions for a free and fair CA election as a necessary step in the process of achieving lasting peace in the country. In addition to monitoring violations of the Ceasefire Code of Conduct, and documenting local obstacles to conditions for a free and fair election, UNMIN's civil affairs teams have mapped local peace building and conflict mitigation initiatives, a representatives selection of which they plan to present to a public. " The information gathered by our civil affairs officers could assist a national monitoring body, as it formulates recommendations for the action necessary to improve conditions on the ground," says Parakrama. The recent 23-point agreement re-commits the Government to the establishment of local bodies to assist in opening up democratic space and filling the local governance vacu um. "It is essential that such local bodies are constituted expeditiously, but not at the expense of their credibility and reach. To this end, public dialogue and consultation is required. These bodies should be representative and must include traditionally marginalized and vulnerable groups in sufficient number and positions of authority to create a critical mass, and they should have a real mandate on key governance issues," says Parakrama.
