Regional Energy Development Programme : Energy Pricing Policies in Nepal
Abstract:
This volume presents a country case study of Nepal carried out by ARTEP as the implementing agency of the Regional Energy Development Programme (REDP) Phase II Activity A.l "Energy Pricing Strategy" of the Economic and Social Commission for Asia and the Pacific (ESCAP) being funded by the UNDP. Under this programme detailed studies were commissioned for five different countries including India, Nepal, Philippines, Sri Lanka and Thailand. The studies vary in scope and coverage but are all broadly directed towards the same objective: to critically examine energy pricing strategies and to identify alternative strategies which can meet multiple criteria, including economic efficiency, the basic energy needs of the poor, employment generation, containing inflation and other conservation and substitution objectives. This volume attempts to assess the impact of price changes of different energy sources on various user groups in Nepal with particular emphasis on low income households and small-scale industries. It examines issues related to the energy pricing policy in urban Nepal including the socio-economic implications of alternative pricing strategies. The study was conducted by the Development Studies Centre, Kathmandu. The ARTEP would like to express its gratitude to the large number of people who were directly or indirectly associated with the project especially Mr. Bharat Devkota, Managing Director of the Development Studies Centre, Dr. M.S. Kumar overall coordinator for the project and Mr. S.P. Sharma, the editor of the volume who largely deserves appreciation and thanks for seeing it to completion. The efforts of Dr. D.P. Ojha (Advisor) and Dr. N.K. Ranjit for his contribution on research methodology and field execution and Dr. D.P. Chapagain for his contribution at the initial stage of the study need special mention. The support and encouragement of the national focal point Mr. S.N. Sharma of the Water and Energy Commission largely ensured the successful completion of the study. The close and constant guidance of Dr. Filipino Harahap, Senior Coordinator of the REDP is gratefully acknowledged. At ARTEP Dr. Rashid Amjad was overall incharge and coordinator of the project and was assisted by Dr. Per Ronnas in project implementation.
