Abstract:
The violence in Kapilvastu and its aftermath of humanitarian crisis and public security vacuum reflect the dangerous fragility of the situation in the Terai. Addressing these challenges is essential to create the conditions for a credible Constituent Assembly election and long term stability and peace in Nepal. “The peace process has not yet taken root in many parts of rural Nepal,” says Arjuna Parakrama, of UNMIN's civil affairs team. “Establishing mechanisms of effective and fundamentally just humanitarian support and to identify effective ways to prevent violence and manage tensions in the future. In the wake of this violence and its tragic consequences, UN agencies and UNMIN are working with local authorities, civil society and local communities to help provide bringing those responsible for the violence to justice,” he said, emphasizing the State’s responsibility to establish law and order with active and professional policing. OHCHR-Nepal had up to five mobile monitoring teams in the Kapilvastu and Rupendehi areas days after the outbreak of violence. UNMIN arms monitors also maintained a mobile monitoring presence in the affected districts. Abstract:
The violence in Kapilvastu and its aftermath of humanitarian crisis and public security vacuum reflect the dangerous fragility of the situation in the Terai. Addressing these challenges is essential to create the conditions for a credible Constituent Assembly election and long term stability and peace in Nepal. “The peace process has not yet taken root in many parts of rural Nepal,” says Arjuna Parakrama, of UNMIN's civil affairs team. “Establishing mechanisms of effective and fundamentally just humanitarian support and to identify effective ways to prevent violence and manage tensions in the future. Richard Bennett, Representative of the High Commissioner for Human Rights, was in Kapilvastu days after the violence, meeting with local authorities, families of victims and displaced people. “I came to meet with the victims and see for myself the extent of the damage that has occurred,” said Bennett. “It is essential that there be a thorough investigation resulting in local governance and public security continue to be major challenges for Nepal’s peace process.” Immediately after the violence in Kapilvastu, a joint UNMIN-OHCHR team traveled to the area, while UN agencies including the World Food Programme, UNICEF, UNFPA and OCHA played an active role supporting humanitarian relief. In the wake of this violence and its tragic consequences, UN agencies and UNMIN are working with local authorities, civil society and local communities to help provide bringing those responsible for the violence to justice,” he said, emphasizing the State’s responsibility to establish law and order with active and professional policing. OHCHR-Nepal had up to five mobile monitoring teams in the Kapilvastu and Rupendehi areas days after the outbreak of violence. UNMIN arms monitors also maintained a mobile monitoring presence in the affected districts. UNMIN and OHCHR monitoring work in the districts aims at engaging with local authorities, civil society and community members to assess the human rights and public security situation, and to support local initiatives to foster dialogue and the peaceful resolution of tensions and differences. UNMIN civil affairs teams in particular seek to support groups working to foster dialogue and cooperation at the ocal level, while OHCHR investigates violations of human rights. “The erosion of local governance during the ten-year conflict, including mechanisms of policing and law and order, continues to leave a public security vacuum in many communities in Nepal,” says Parakrama. “Solutions must involve local authorities, including the police, in accountable and transparent ways, as well as political party representatives, local leadership and community members from all backgrounds-including women and those from traditionally marginalized groups.”
