This enthusiasm was seen throughout Nepal, along with people’s expectations of their representatives to work to deliver the promise of permanent peace and economic and social development. As the Assembly took its first historic decision to declare Nepal a federal democratic republic, 564 members out of the 601-member Assembly exercised their vote. “The new State structure will allow space for every citizen. Nobody will be above or b below the Constitution now,” Bimala BK, a Dalit rights activist from Gulariya in Bardiya told UNMIN Patra after the first session of the CA. “The Constituent Assembly will make the Constitution in which all the people of Nepal will feel ownership. The rights of the marginalised and oppressed groups will be upheld in the new Constitution.”
