Abstract:
The roll-out of district preparations for the Constituent Assembly election is now the focus for Nepal’s Election Commission (EC). The EC headquarters at Bagh Durbar in the heart of Kathmandu is a hive of activity as Commissioners and staff work to support district activities. Abstract:

The EC headquarters at Bagh Durbar in the heart of Kathmandu is a hive of activity as Commissioners and staff work to support district activities. UNMIN’s Electoral Assistance Office is working hard to assist these preparations. “Our friends at UNMIN are helping us from central to district level” says Chief Election Commission Bhojraj Pokharel. “They are here to provide technical electoral assistance, and we use their advice in order to render our election more reliable with the help of their international experience.” As the November election draws close, UNMIN has deployed District Electoral Advisors (DEAs) to 58 districts. By the end of September, UNMIN DEAs will cover all districts: altogether 124 international and 43 national United Nations Volunteers (UNVs) will ultimately be deployed in all the 75 districts. UNMIN advisers arrived at the EC headquarters in January this year and have assisted the EC in the formulation of the legal framework and laws for the election, the development of training and voter education programmes, logistics planning and information technology, as well as coordinating domestic and international observation accreditation. UNMIN’s Chief Electoral Adviser is Fida Nasrallah, from Lebanon. She has extensive experience working on elections in post-conflict or transitional situations, including in Palestine, Yemen, Indonesia, Cambodia, Timor-Leste, Tanzania, Ghana, Serbia, Mali, Liberia and Bosnia. “This is a very challenging election, with a new election system and a new structure being elected, the Constituent Assembly,” says Nasrallah. “The Election Commission has a major task to educate voters how to vote with two different ballot papers,” adding, “and providing technical support for training over 200,000 polling staff in about 18,000 polling stations is not an easy task.” UNMIN advisers have provided extensive advice on the planning and preparation for the election, in line with international standards. UNMIN’s advice has included recommendations to ensure inclusion in accordance with the commitments of the Interim Constitution, according to Nasrallah. “But the decisions regarding the content of law and practice are made by the authorities of Nepal,” she emphasized. “We have helped the Election Commission establish regional resource centres for the first time,” she said. Electoral Advisers on The Ground
Abstract:
The roll-out of district preparations for the Constituent Assembly election is now the focus for Nepal’s Election Commission (EC). The EC headquarters at Bagh Durbar in the heart of Kathmandu is a hive of activity as Commissioners and staff work to support district activities. UNMIN’s Electoral Assistance Office is working hard to assist these preparations. “Our friends at UNMIN are helping us from central to district level” says Chief Election Commission Bhojraj Pokharel. “They are here to provide technical electoral assistance, and we use their advice in order to render our election more reliable with the help of their international experience.” As the November election draws close, UNMIN has deployed District Electoral Advisors (DEAs) to 58 districts. By the end of September, UNMIN DEAs will cover all districts: altogether 124 international and 43 national United Nations Volunteers (UNVs) will ultimately be deployed in all the 75 districts. UNMIN advisers arrived at the EC headquarters in January this year and have assisted the EC in the formulation of the legal framework and laws for the election, the development of training and voter education programmes, logistics planning and information technology, as well as coordinating domestic and international observation accreditation. UNMIN’s Chief Electoral Adviser is Fida Nasrallah, from Lebanon. She has extensive experience working on elections in post-conflict or transitional situations, including in Palestine, Yemen, Indonesia, Cambodia, Timor-Leste, Tanzania, Ghana, Serbia, Mali, Liberia and Bosnia. “This is a very challenging election, with a new election system and a new structure being elected, the Constituent Assembly,” says Nasrallah. “The Election Commission has a major task to educate voters how to vote with two different ballot papers,” adding, “and providing technical support for training over 200,000 polling staff in about 18,000 polling stations is not an easy task.” UNMIN advisers have provided extensive advice on the planning and preparation for the election, in line with international standards. UNMIN’s advice has included recommendations to ensure inclusion in accordance with the commitments of the Interim Constitution, according to Nasrallah. “But the decisions regarding the content of law and practice are made by the authorities of Nepal,” she emphasized. “We have helped the Election Commission establish regional resource centres for the first time,” she said. Chief Election Commissioner Bhojraj Pokharel says that “at the regional level, the role of UNMIN is centred around three issues: voter education, training and assisting in the electoral process.” Vivine Niyomwungere, 27, from Burundi, is a DEA based in Bhojpur. “I’m very excited to work together with the people of Nepal in a place where there is no road access,” she says, “I’ll do my best to assist Election Commission officials in making the CA election successful in this district.” Daniel Hinchcliff, 37, of New Zealand, is the DEA currently supporting EC work in the three eastern districts of Saptari, Siraha and Sunsari. He has worked in seven international elections, including in Afghanistan, Georgia, Kosovo and Tajikistan “In some ways, a good election is a boring election,” he says, “Technically sound, and free and fair, nothing sensational.” At full strength, UNMIN’s Electoral Assistance Office will have 14 advisors at the EC headquarters, 15 advisors (three each) in five regional resource centres and 167 UNVs in the districts. Says the Chief Election Commissioner, “The United Nations is present as a firm partner, a supporter to assist in technical aspects. They have been invited here for this purpose.”
