Monthly Update (January 2014) UN Resident Coordinator’s Office Nepal
Abstract:
1. The second Constituent Assembly (CA), elected in November, held its first meetings during January in both its capacity as a constitution drafting body and as the national parliament. 2. Overall, there were no major operational space issues reported by Basic Operating Guidelines signatories during the month of January in any region. 3. The results of the November 2013 CA elections and resulting change in the respective strengths of political parties has had some effects on the functioning of local bodies and Local Peace Committees (LPCs) in some districts in the Eastern Region (though these effects have not been highlighted in other parts of the country). 4. On 6 January, the district chapters of the National Haliya Liberation Society in the Far Western Region submitted a memorandum of eight demands to the government. 5. The ongoing winter cold continued to unsettle the lives of a large number of Nepali citizens, in particular the most poor, during the month of January. Nationwide, reportedly 24 people (including four infants) died from complications caused by the cold. 6. On 17 January, reportedly five people (including two infants) died and ten other were seriously injured by a wild fire in a remote VDC of Humla District. 7. In the Eastern Region, wild elephants caused the loss of over 40 properties , including agricultural crops and food stock amounting to millions of Nepali rupees. 8. On 16 January, Nepal marked the 16 Annual National Earthquake Safety Day (ESD) to commemorate the massive earthquake that hit the country in 1934, raise awareness and share information and experiences on disaster/earthquake risk reduction—the slogan this year was; “Earthquakes are unpredictable and can be deadly, Let’s work together to save lives and property.” DDRCs, the Nepal Red Cross Society and humanitarian partners commemorated the ESD throughout the country. 9. In the Far Western Region, the Dadeldhura District Women and Children Office (WCO) organized a three- day cluster orientation program to enhance the capacity of the Protection Cluster members. National level policies, practices on disaster preparedness, potential gender-based violence during emergencies and its implications, as well as protection concerns and roles and responsibilities were discussed. #JamieMcGoldrick #RCO #RC
