Abstract:
Highlights: 1. The SPA Government and CPN-Maoist agree on five areas for UN assistance; SG names Ian Martin as head of new UN peace mission 2. SPA accuses CPN-Maoist of killing its cadres; tension between CPN-Maoist and TJMM runs high 3. High levels of CPN-Maoist extortions and control on operational space reported across the country 4. CPN-Maoist paralyzes the DDCs; insists financing the PLA should be given precedence over development 5. No significant returns of the IDPs; IDPs tell PM returnees want guarantee for security and property returns 6. Heavy rains cause extensive damages; Home Ministry calls interagency meeting for disaster relief 7. WFP emergency food aid continues to be hampered by monsoon and poor aid pledge from the donors
