Abstract:
Highlights: 1. Relationship between the CPN_Maoist and the Seven Party Alliance continues to improve; CPN-Maoist's participation in local politics increases 2. CPN-Maoist continues to tax development work 3. No large-scale return of IDPs reported in the Eastern region; interagency assessment highlights the need for IDP definition and comprehensive policy 4. The Bhutanese refugee population gets restive; pickets the UN House demanding clarification over UN's policy regarding their status 5. Emerging concerns over an increasing HIV/AIDS prevalence in the East of the country
