Abstract:
In election processes in different countries women’s role as observers has brought great visibility to women and to their contribution to establishing and maintaining democracy. In Nepal, women observers are playing a very significant role in the CA election. This is your support for building peace in your country and strengthening democracy. The participation of women from different communities and traditionally excluded groups in this exercise is a vital source of strength for Nepal’s democracy. In only 10 days the election will take place, and this presents an opportunity for all of you to showcase the accomplishments of women in this country in many different aspects. This includes their active participation in setting in motion mechanisms put in place for ensuring a free and fair election. It would also demonstrate the capacity of Nepali women to take part in a critical exercise such as this effectively and efficiently. It will bring out the visibility of women on election day. It will demonstrate the active participation of traditionally excluded groups and diverse communities; and it will showcase the level of women’s empowerment, confidence and participation in the political and public arena.

The legal framework of the election has included provisions for ensuring that women are visibly and adequately represented in both the proportional representation and the first-past- the-post votes. The election administration and management have also taken into consideration polling procedures and voter turnout on election day. They have made procedures as user-friendly as possible so they can be followed by all registered citizens, irrespective of their educational level or where they come from. So on election day you, the women observers, will be able to assess whether these procedures have enabled women to participate effectively, or if they have put them at a disadvantage. But this is not to say that this is the responsibility of women observers alone. It is the responsibility of all observers to assess the level of participation of women and voters in the election. It is also important to assess the instances of family voting, a practice that could deprive women of their rights to vote according to their conscience and choice.

This very important program on the eve of this historic election in Nepal. There is no gainsaying how critically important the Constituent Assembly election is for the future of Nepal. It is very important to hold the election at the time that is prescribed for it but it is also important that this election is credible and results in a CA that has the diversity of the country and the representation of all Nepalis.
