High Value Agriculture Project in Hill and Mountain Areas -Mid-term Review Report(Nepal0
Abstract:
A joint IFAD and GoN (Ministry of Finance and Ministry of Agricultural Development) mission conducted the mid-term review (MTR) of the High Value Agricultural Project in Hill and Mountain Areas (HVAP) from 5 to 23 January 2014. The mission was split into two teams for field visit and spent 13 days in the fieldAside from annual performance supervision of the project the mission has focussed on developing collaboratively with the PMU a proposal for implementation for the rest of the project period. The proposal, as outlined in this aide memoire, is based on experience and lessons learned over the last three years, opportunities, changed context, and overall business environment. The mission reviewed relevant documents, met with senior officials of the Ministry of Finance, Ministry of Agricultural Development, AEC and SNV, held discussions with PMU and other stakeholders, and observed project activities in five (Surkhet, Dailekh, Salyan, Jajarkot and Kalikot) project districts. The overall goal of HVAP is “the reduction of poverty and vulnerability of women and men in hil and mountain areas of the Mid-Western Development Region” and the project purpose is the “rural poor, especially women and marginal groups, are integrated in high value agriculture and non-timber forest product (NTFP) /medicinal and aromatic plant (MAP) value chains and markets and have improved income, employment opportunities and ability to respond to market demand and opportunities based on marketing agreements with private agribusiness”.
