National Conference on Community Owned Primary Education Programme Kathmandu, 13 June, 2002
Abstract:
Community Owned Primary Education Programme (COPE), which has been implemented by HMGN in six educationally backward districts of Nepal with the assistance of the UNDP since April 2000, is now in the third year of implementation. A total of 120 schools have been established in un-served or under-served locations, and are operated under the ownership and management of the local community organizations. 90 of them have completed second year and 4 have completed first year of their establishment. 26 new schools have been established in 2002. COPE schools are providing equitable access to quality primary education for nearly 7,000children in 83 VDCs, benefiting more than 8,000 households residing in around 400 villages and settlements. The total number of students includes more than 3,700 girls. Two-third of the number of children is from poor and disadvantaged classes of the society. The teachers in COPE schools, all of whom are qualified female, are essentially trained before they start teaching. The COPE programme has gained enormous experiences and lessons in decentralized education planning, local capacity building and in community-based management and ownership of schools. The programme document has made a provision for organizing a national conference to disseminate and discuss these experiences in a wider scale so as to inform the planning and policy making agencies in the primary education sub-sector about the opportunities and constraints faced by the programme.
