An Overview of Local Peace Committees in the Far West - Issue No.6
Abstract:
Peace, reconstruction and rehabilitation are crucial components of the Government of Nepal’s (GoN) draft Three Year Plan Approach Paper (2010/11–2012/13). The paper emphasizes the establishment and operation of peace mechanisms at both central and local levels. Local Peace Committees (LPCs) are the envisaged local level mechanism to assist with implementation of the 2006 Comprehensive Peace Agreement (CPA) and promote local conflict resolution, providing broad political and social representation in the absence of locally elected bodies. The GoN has undertaken a broad campaign to establish LPCs across the country. According to the Ministry of Peace and Reconstruction (MoPR), 73 districts had established LPCs as of April 2011 under the tutelage of the Ministry. Terms of Reference (ToR) for the LPCs were designed, redesigned and approved several times between 2007 and 2009, along with a directive to support their smooth functioning. The ToR envisages a maximum of 23 members comprising representatives of political parties, civil society organizations, conflict victims and the private sector and stipulates that the LPC be formed in a participatory and inclusive manner. The life of the committees is linked to the constitution drafting process.It is envisioned that the LPCs will be dissolved when the new constitution takes effect, although their mandate was recently extended until mid-January 2013.
