National Estimates Of HIV Infections -Nepal 2007
Abstract:
Since the start of the HIV epidemic, methods and tools have been developed to improve our understanding on progression of the epidemic as well as to monitor our response to HIV. Since 2003, the National Centre for AIDS and STD Control in Nepal (NCASC), Ministry of Health and Population (MoHP) has produced national estimates of the number of HIV infections in our country. These have been developed every two years, in close collaboration with epidemiologists and experts from the Institute of Medicine and with technical assistance from UNAIDS, WHO and Family Health International.National estimations results are not definitive and yet they provide the magnitude and scale of HIV infections in different population groups and areas of the country offering important guidance for planning and decision-making. Nepal's national estimations use HIV prevalence and information on population size for groups at high-risk. The national estimations provide critical information to support the formulation and updating of the national strategy for HIV and AIDS as well as to design programmes, monitor progress and evaluate the impact of the response on the epidemic.

Abstract:
Nepal has produced national estimates of the number of HIV infections since 2003, in order to inform planning and programming for the national response to the HIV epidemic. National estimates have been developed every two years since 2003, led by the National Centre for AIDS and STD Control with close collaboration from a range of technical experts, partners and epidemiologists from the Institute of Medicine, UNAIDS, WHO and Family Health International. National estimates are based on all pertinent, available data-including surveillance among key populations at higher risk of HIV infection, surveys of pregnant women attending antenatal clinics, population-based surveys (including the Nepal Demographic Health Survey 2006), case reporting as well as other surveillance information. Nepal's national estimations draw on a range of data sources including prevalence data for five at-risk groups from Integrated Bio-Behavioural Surveys (IBBS), antenatal and PMTCT data and other available evidence. As in 2003 and 2005, the 2007 estimations were generated using the Workbook tool developed by WHO/UNAIDS. The methods used in the 2007 estimations of HIV infections were similar and consistent with those used in 2003 and 2005. Relevant changes were made where more recent prevalence data for Nepal were available. Five primary sub-population groups at higher risk were identified for the development of national estimations in 2003 and 2005 (female sex workers, their clients, injecting drug users, men who have sex with men, and labour migrants) and four additional groups were included in 2007, to reflect sub-populations formerly at risk of HIV infection and now integrated in the general population. These additional groups include former FSW, former clients of FSW, former IDUs, former MSM, former labour migrants and women trafficked out of Nepal who have returned to the country.
