Autonomous Regions Under Federalism: The Indian Experience
Abstract:
The Interim Constitution has declared Nepal 'A Federal Democratic Republic'. Accordingly the dissolved Constituent Assembly’s Committee on State Restructuring and Division of State Powers recommended a federal system that would comprise 14 provinces and within them, 23 autonomous regions. 1 Along with this recommendation, the term 'autonomous region' has become a popular term in political discourse in Nepal. However, there is a dearth of knowledge in this field with very little available literature in Nepal that would substantiate our knowledge. At the same time, one finds that India has several autonomous regions (autonomous region and autonomous district councils) with varying degrees of autonomy to accommodate the aspirations of the various scheduled tribes and other minorities. Therefore, this research has been conducted not only to understand the Indian experience of having autonomous regions and Atonomous District Councils (ADCs) but also to build comparative knowledge on this subject. Basically the study is a review of available literature on the idea and practices of Autonomous Regions/Districts in India. #IndianExperience #DivisionOfStatePowers #AutonomousRegion
