National Operational Plan For HIV/AIDS Control - (2003 - 2007)
Abstract:
The National Center for AIDS and STI Control feels proud to bring out the “National Operational Plan for HIV/AIDS Control” for a period of five years (2003-2007). This period coincides with the Tenth Five Year Plan of Nepal. The Tenth Five Year Plan describes HIV/AIDS as a cross cutting issue and so, has put it into a priority list to be addressed seriously. Nepal has expressed commitments in various international forums including the Millennium Development Goals,UNGASS (HIV/AIDS), UNGASS (Children) and in the SAARC Regional Forum. In this context also, it is timely to bring out this Operational Plan. The Operational Plan follows the National Strategy for HIV/AIDS Control (2002- 2006) in Nepal. The only difference is in its time period. To coincide with the Tenth Five Year Plan, it has been extended to 2007. #HIV/AIDS #AIDSControl

National Operational Plan For HIV/AIDS Control - (2003 - 2007)
Abstract:
This brief document takes Nepal’s various commitments to the fight against HIV/AIDS one step further through the operationalization of the National HIV/AIDS Strategy into a National Operational Plan for HIV/AIDS Control. This document has been developed by the NCASC, in consultation with key stakeholders and technical experts, and with support from the consortium of External Development Partners (EDPs) including bilateral and multilateral organizations. A Results-Based Management (RBM) approach to program planning and management has been used to develop this National Operational Plan forHIV/AIDS Control. It focuses not only on the design and delivery of the planned activities but on the articulation and achievement of the expected results. The National Operational Plan for HIV/AIDS Control should not be seen as a single and discrete event but rather a continuous process of definition and reflection, thus producing a planning cycle. An important underlying principle that has promoted the development of the National Operational Plan for HIV/AIDS Control response is accountability. The agency that has been situated in the pivotal seat to demonstrate accountability is the National AIDS Coordinating Committee (NACC) and the one that will manage and measure program performance (monitoring and evaluation) is the National Center for AIDS and STD Control (NCASC).
