Decent Work for Poverty Reduction: An ILO Contribution to the PRSP in Nepal
Abstract:
Generating productive, decent employment is central to a strategy of poverty reduction. The present synthesis paper is the ILO’s contribution to HMG/N’s Poverty Reduction Strategy Paper process. The ILO paper draws upon a substantial number of inputs, authored for the most part by experts from Nepal. The paper and its policy recommendations were discussed by the ILO’s constituents and other stakeholders in three developmental regions in Nepal in April 2002, followed by a national tripartite seminar. The paper and a detailed policy matrix have now been finalized for submission to the National Planning Commission. The paper’s aim is two-fold: to recall the basic facts, key assumptions and policy directions contained in the Concept Paper of the PRSP/10th Plan as they relate to employment, and; to recommend a modest number of practical policies and action steps which, if undertaken, show promise of leading to improved employment outcomes and poverty reduction. There are, of course, many recommendations that could be made. Indeed, the Concept Paper presents a comprehensive set of policy directions. The ILO paper’s ambition is narrower, in selecting ten policy directions and associated action steps based on the dual criteria of (i) their realistically being achievable, at (ii) a maximum potential impact. #ILO #PovertyReduction
