Annual Report 2009 -- United Nations Development Assessment Framework for Nepal (2008-2012)
Abstract:
After a year of substantial progress in 2008, 2009 saw significant challenges in the continued implementation of Nepal’s Comprehensive Peace Agreement (CPA). There was a marked crisis of confidence between the political parties with the legislative parliament obstructed for five months. The unstable political environment was a major hallmark of 2009, affecting the work of the United Nations Country Team (UNCT). Political actors focused less on progress and challenges related to longer term development issues such as strengthening the social and economic foundations of the country, expediting the delivery of services, or rehabilitating infrastructure and creating jobs. Following the resignation of the Prime Minister and a change in government in May, the planned Nepal Development Forum, which was to be organized around the draft National Development Strategy, was cancelled. This political uncertainty also resulted in the postponement of the new national development plan, leading to the decision to extend the current United Nations Development Assistance Framework (UNDAF) rather than the immediate initiation of a new UNDAF cycle. This UNDAF Report 2009 records results achieved in relation to UNDAF outcomes for the year past. The narrative section of the Report highlights areas where the UNCT, together with the Government of Nepal (GoN), has reached significant results as well as selected activities that contributed to these achievements. The Report focuses in particular on areas of coordinated effort by two or more UNCT members.
