Technical Support to Government of Nepal to Implement Disaster Risk Reduction and Management Act
Abstract:
Nepal is one of the most disaster-prone countries in South Asia and frequently experiences geologic and climate change-induced hazards. Floods, droughts, earthquakes and landslides are some of the natural calamities that have resulted in the loss of lives, and damage to properties in both urban and rural settings. The 2015 earthquakes are the most catastrophic example of this vulnerability, as well as yearly flooding in the Terai belt. Nepal introduced the Natural Calamity Relief Act in 1982 which mainly focused on immediate disaster relief and was silent on other critical phases of the disaster management cycle. A bill on Disaster Risk Reduction and Management (DRRM) was drafted in line with Article 113 (b) of the Constitution of Nepal and subsequently endorsed in October 2017. This new Disaster Risk Reduction and Management (DRRM) Act, 2017 attempts to cover the broader spectrum and holistic diversity of disaster management, including a focus on the phases as described in the disaster management cycle –prevention/mitigation, preparedness, response and recovery, and replaces the Natural Calamity Relief Act of 1982. #IOM #Projectinformationsheet #Plannedintervention
