प्रस्तावना
मानव परिवारक सदस्य सभक अन्तर्निहित प्रतिष्ठा, समानता आ अविच्छिन्न अधिकार सभक मान्यते विश्व मे स्वतन्त्रता, न्याय आ शान्तिक आधार होएबाक कारणेँ–
मानव अधिकार सभक अवहेलना आ अनादरक परिणाम स्वरूप मानव जातिक अन्तःस्करण केँ आहत करऽ वला बर्बतापूर्ण काज सभ भेलाक कारणेँ–
मानव जाति केँ आस्था आ वाक् स्वतन्त्रता तथा भय आ अभाव सँ मुक्तिक उपभोग कऽ पाबऽ वला विश्वक अभ्युदय कराएब सर्वसाधारण जनताक घोषित सर्वोच्च आकांक्षा भेलाक कारणेँ–
अत्याचार आ दमनक विरुद्ध आन उपाय नहि पाबि विद्रोहे कएनाइ अन्तिम उपाय मानऽ लेल लोक बाध्य नहि होय, ताहि लेल कानूनी शासन द्वारा मानव अधिकार सभ संरक्षित रहब अत्यावश्यक भेलाक कारणेँ–
राष्ट्रसभक बीच मैत्रीपूर्ण सम्बन्ध अभिवृद्धि करब आवश्यक भेलाक कारणेँ–
संयुक्त राष्ट्र सङ्घक जनताक मौलिक अधिकार सभ मे आ व्यक्तिक मान-प्रतिष्ठा मे तथा नर नारी सभक समान अधिकार सभ मे विश्वास प्रकट कएल आ बृहत् स्वतन्त्रताक लेल सामाजिक प्रगति एवं आओर नीक जीवन स्तरक बनएबाक सङ्कल्प करबाक कारणेँ–
सदस्य राष्ट्र सभ द्वारा संयुक्त राष्ट्र सङ्घक सहयोग मे मानव अधिकार सभ आ मौलिक स्वतन्त्रता सभक प्रति विश्वव्यापी सम्मानक वृद्धि एवं परिचालन करबाक प्रतिज्ञा कएल गेलाक कारणेँ–

एहि प्रतिज्ञा केँ पूरा करबाक लेल एहन अधिकार तथा स्वतन्त्रता सभक समान समझदारी हएब अत्यन्त महत्त्वपूर्ण विषय भेलाक कारणेँ–
महासभा एहि मानव अधिकार सभक विश्वव्यापी घोषणा करैत अछि ।
मानव अधिकार सभक एहि विश्वव्यापी घोषणा केँ सदस्य राष्ट्र सभ आ ओहि राष्ट्र सभक क्षेत्राधिकार अन्तर्गत रहल प्रदेशक जनता सभ मे पर्यन्त अधिकार आ स्वतन्त्रताक विश्वव्यापी एवं प्रभावशाली मान्यता प्राप्त करबाक लेल प्रत्येक व्यक्ति आ समाजक अङ्ग केँ चाही जे एहि घोषणा केँ निरन्तर मोन मे राखि राष्ट्रिय आ अन्तर्राष्ट्रिय प्रगतिशील उपाय सभक माध्यमेँ अधिकार आ स्वतन्त्रता सभक शिक्षा-दीक्षा द्वारा एहि अधिकार सभक प्रति श्रद्धा बढएबाक प्रयत्न करैक । ताही उद्देश्य सँ सम्पूर्ण जनता आ राष्ट्रक प्राप्ति हेतु एकटा साझा मापदण्डक रूपमे ई जारी कएल जाइत अछि ।
