Rural - Urban Partnership Programme (RUPP) came into operation from September 7, 1997 with the objective of strengthening good urban governance for improving people’s livelihoods and strengthen the local economies by taking advantages of the social and economic development opportunities through strengthening rural -urban linkages. The Programme is urban based and urban led, and hence advocatesan “Urban Based Local Development” approach. RUPP (NEP/96/003) was jointly initiated by HMG/Nepal (National Planning Commission, Ministry of Physical Planning and Works and Ministry of Local Development), United Nations Development Programme (UNDP) and Un ited Nations Centres for Human Settlements (UNCHS now UNHABITAT) in September 1997 in Nepal.(Annex –C). The Phase II under NEX modality started from January 2001. It has consolidated the success from the first phase and refined the focus of the Programmeto address the needs that have occurred since the inception of Phase I. (Annex – D)
