This Guideline is targeted mainly for engineers, the civil engineers and technicians who are involved in seismic vulnerability assessment of buildings; however the government authorities and the disaster risk managers who are concerned with the safety of public and private buildings and the policy makers may also use this guideline. There are two phases of seismic vulnerability assessment. The qualitative assessment is for planning purpose and for identifying the priorities of intervention in the single building or the buildings complex. The quantitative assessment is for identification of retrofitting option and to examine the extent of intervention that would require in the building with consideration of technical, economic and practical feasibility. This guideline includes only some methods of detail assessment and doesn't mean to replace detail structural vulnerability assessment done by other detail methods.
