Portrait of J. Richard Foran, Assistant Secretary- General for Financial Services
Mr. Foran a Canadian national, was secretary of the United Nations Conference on trade and development (UNCTAD) and director of the division for Programme support since 1981. He entered the US system in 1961 as Deputy director of liaison of the UN relief and works agency of Palestine refugees Programme as executive officer in new York and then as chief of its division of administration in hairobi. He has also served in Vienna with the UN industrial development organization (UNIDO) and in the department of economic and social affairs in New York. Mr. Foran, who has degree in economics, English and psychology was born in Canada, 21 January 1934 and is married and has two daughters.
