Foreign employment continues to be the most significant motivation for international migration from Nepal. In the past consecutive fiscal years 2015/2016 and 2016/2017, the Department of Foreign Employment (DOFE) issued 786,564 permits for foreign employment to over one hundred destination countries. As migration for employment continues apace, the Government of Nepal remains steadfast to regulate and facilitate safe migration cycle for its citizens.
The objective of the report is as following:
1. Assess and delineate the magnitude of labour migration for foreign migration for foreign employment in Nepal in all its dimensions by collecting and collating information available with relevant government agencies in the migration cycle;
2. Identify various government-led initiatives to promote safe migration and the rights and welfare of migrant workers in the countries of origin and destination; and
3. Identify gaps and challenges in the existing policies and institutional mechanisms that support labour migration and the human development of migrants and migrant's households and suggest ways forward to fill the gaps.
