The guidelines describe both HIV testing and counselling recommended by a health-care provider in a clinical setting and client-initiated testing, where a person takes the initiative to seek information on their HIV status. The target audiences for the guidelines are the national AIDS program managers, partners involved in HIV care and treatment services, and organizations providing
technical and financial support to HIV care and treatment programs in Nepal.
