नेपालस्थित संयुक्त राष्ट्रसंघीय मानवअधिकार उच्चायुक्तको कार्यालय (उच्चायुक्तको कार्यालय-नेपाल)ले "संक्रमणकालीन न्याय संयन्त्र र फौजदारी न्याय प्रणालीबीचको सम्बन्ध: के द्वन्दसंग सम्बन्धित मानवअधिकार तथा मानवीय कानुनका उल्लङ्घन र दुर्व्यवहारलै सत्य निरुपण तथा मेलमिलाप आयोगको स्थापना गर्ने प्रतिबद्दताको आधारमा स्थगन गर्न वा पर सार्न सकिन्छ?" विषयक कानुनी रायपत्र आज जारि गरेको छ।
यस पत्रले राष्ट्रिय वा अन्तराष्ट्रिय कानुनअन्तर्गत अपराध मानिने द्वन्दसंग सम्बन्धित मानव अधिकार र अन्तराष्ट्रिय मानवीय कानुनको उल्लङ्घनसम्बन्धी फौजदारी जवाफदेहितालाई नियमित न्यायिक प्रणालीद्वारा निरन्तर हेरिनुपर्छ भन्ने कुरा बताउनुका साथै त्यस्ता संयन्त्र स्थापना गर्ने प्रतिबद्दता गरेकै कारण त्यसलाई भावी संक्रमणकालीन न्याय संयन्त्रहरुमा पठाउन अथवा पछि सार्न मिल्दैन भनेको छ।
