नेपालस्थित संयुक्त राष्ट्र संघिय मनाव आधिकार कार्यालय (उच्चायुक्तको कार्यालय - नेपाल ) ले नेपालमा गम्भीर आपराध तथा मानव अहिकार दुर्व्यवहारमा मुर्छिएका सार्वजनिक आधिकारिहरुलाई नियुक्ति, छ्यमादान र बढुवा गर्ने नेपाल सरकार हालैक शृंखलाबद्ध निर्णयहरुप्रति आज चिन्ता व्यक्त गरेको छ । वरिस्त राजनीतिज्ञ र नेपालका सुरछ्याफौजका अधिकारी दुवैका सम्बन्धमा लिइएका यस्ता निर्णयहरुले देशमा दण्डहिनहरुलाई सम्बोधन गर्ने प्रयासहरुलाई अवमुल्यन गर्नुका साथै शान्ति प्रक्रियामा हालै भएको सकारात्मक प्रगतिमा धब्बा लगाउनेछ ।
"नेपाल सरकारले शान्ति प्रक्रियालाइ अगाडी बढाउन तथा बिगतका अपराधहरुका लागि संक्रमंकालिन न्याय संयन्त्रहरु स्थापना गर्न महत्वपुर्ण र सकारात्मक कदम चाले पनि यस्ता निर्णयहरुले दण्डहीनता लै अझ बलियो बनाउने प्रवृत्तिलाई स्थापना गर्नेछन र गलत समयमा गलत संदेश दिनेछन ," उच्चायुक्तको कार्यालयकि प्रमुख ज्योतिले भन्नुभयो । "सरकारले नेपालको न्यायपालिका र कानुनी शासनको सम्मान गर्नुपर्छ ।"
