आम जनताको सुरछ्या गर्न, कानुन तथा व्यवस्था कायम गर्न र मानिसहरुको लोकतान्त्रिक अधिकारको सम्मान गरिएको कुरा सुनिस्चित गर्न राज्यको सुरछ्याफौजले गर्ने कार्य शान्तिपूर्ण तथा स्वच्छ निर्वाचन सुनिस्चित गर्नमा अति महत्वपुर्ण हुनेछ | महिला तथा इतिहास देखि नै सिमान्तकृत समुदायहरु - मधेसी, दलित, जनजाती/ आदिबासी, यौन अल्पसंख्यक, अपाङ्ग तथा भौगोलिक रुपमा बहिस्कृत क्षेत्रका - हिंशाको डर वा त्रासबिना उम्मेदवारक रुपमा समेत निर्वाचन प्रक्रियामा सहभागी बन्न पाउन भन्ने कुरा जिम्मेवारी राज्यको हो | संबिधानसभा यथासक्य प्रतिनिधिमुलक हुनुपर्छ |
