MULTIPLE OVERLAPPING DEPRIVATION ANALYSIS FOR NEPAL

Child-centered: Unlike other poverty measures which emphasize on household poverty incidence and severity, MODA methodology treats children as the unit of analysis. This feature addresses the concern that children experience deprivations and poverty different from adults with lasting effects on lifetime development, and that the implications of poverty are different for adults and children. Life-cycle approach: The MODA analyses poverty separately for various stages of children’s development. It recognizes that the early childhood, primary childhood and adolescencehave different needs to development with infancy being the most crucial stage of development. Overlapping deprivations: Whereas the monetary poverty measures aggregate the basket of subsistence goods and services (equivalent to dimensions in MODA) weighted by their price vector, the MODA treats each dimension in isolation and also analyzes overlap of
these various dimensions. Appropriate assumptions are made about the weighting of these various dimensions. The overlap analysis highlights multiple facets of child poverty. Equity-focused: Once the most deprived children are identified, the MODA further allows profiling of the most deprived groups of children. This feature in particular makes the MODA methodology very relevant for evidence based policy formulation.
