This report consists of evaluation of WFP's operation. The mid-term Country Programme (CP) evaluation took place from June 2016 to December 2016, with fieldwork in Nepal from 12th to 30th September. It was conducted by a team of three independent evaluators, with the assistance of a data analyst. The evaluation has two objectives: accountability and learning; and seeks to answer three key questions: 1) How appropriate is the operation?, 2) What are the results of the operation?, and 3) Why and how has the operation produced the observed results? The primary users of the report are the Country Office (CO) along with the Regional Bureau (RB) in Bangkok. The results will also serve the interests of WFP’s Executive Board when results are captured in the annual synthesis report.
The evaluation covered all activities and processes related to the formulation of CP 200319, implementation, resourcing, monitoring and evaluation, from the design
period of November 2011-December 2012, until the start of the evaluation in
September 2016.
