Monitoring of UCPN-M organised demonstrations 1-9 May 2010 Summary of Observations

This report provides a brief analysis of the security situation, and the respect for human rights, during the protests organised by the Unified Communist Party of Nepal-Maoist (UCPN-M) between 1 and 9 May 2010. During this period OHCHR had up to 21 teams of human rights monitors deployed in Kathmandu and across all developmental regions of Nepal at key potential flashpoint areas, including Biratnagar (Morang), Dhankuta and Itahari (Sunsari), Janakpur (Dhanusha), Chandranigahapur (Rautahat), Kalaiya (Bara), Birgunj (Parsa), Nawalparasi, Butwal and Bhairawa (Rupandehi), Kushma (Parbat), Pokhara and Lekhnath (Kaski), Palpa, Ghorahi and Tulsipur (Dang) Nepalgunj (Banke), Birendranagar (Surkhet), Dhangadhi (Kailali), Doti, Dadeldhura and Mahendranagar (Kanchanpur).
OHCHR monitored the human rights situation, liaised with interlocutors in the security forces, district administration, the National Human Rights Commission (NHRC) and civil society amongst others, and intervened where necessary to diffuse tensions and to protect persons at risk.
