Statement by Richard Bennett Representative of the United Nations High Commissioner for Human Rights in Nepal Delivered at the Release of EU Guidelines on Human Rights Defenders, Local Implementation Strategy in Nepal 10 October 2007

Who are the human rights defenders? They are, of course, members of human rights NGOs,who Nepalese have grown used to seeing dressed in blue vests monitoring demonstrations. But they can also be women and men who work as teachers, civil servants or are students.Journalists can play the role of human rights defenders and, I am sad to say, in recent weeks journalists have been prohibited from exercising their right to freedom of expression by those who have no respect for this right, believing that it should apply only when it is used to portray them in a positive light, never in a negative one. Three journalists have been kidnapped in the past week and one, Birendra Sah, is yet to be released.
