This bulletin consists of the description about the launch of the campaign Invisible No More, a campaign for Truth and Justice in Nepal that was held on Human Rights Day, where the global message for this year is Your Voice Counts.In June 2007 the Supreme Court directed the Government to enact legislation criminalising disappearance;to establish a Commission of Inquiry on Disappearances; and to ensure the effective investigation and prosecution of enforced disappearances cases. Five and a half years later, this important Supreme Court order has not been implemented.It is also important to emphasize that the establishment of transitional justice mechanism does not replace the functions of the regular criminal justice system.
