Nepal has been using the transit corridor through Kolkata and Haldia port of West Bengal in India under Nepal-India Treaty of Transit which normally goes for seven years with a provision of automatic renewal. Nepal has also signed treaty of transit with Bangladesh in 1976 and is entitled to use the port of Mongla and Chittagong but these have remained largely unused due to lack of adequate infrastructures and the intricate documents and procedures involved in transiting goods through the territory of two countries. The Nepalese transit traffic moves though 15 corridors specified between the port of Kolkata / Haldia and the land customs stations at Nepal-India border. However, 90 percent of transit trade takes only through seven Land Customs Station (LCS), namely Kakarbhitta, Biratnagar, Birgunj, Bhairawa, Krishnanagar, Nepalgunj and Banbasa. The treaty has also laid down the export and import procedures and the process of cargo clearances in customs at seaport and the land customs stations at Nepal-India border.
Promoting public private dialogue and capacity enhancement of the private sector entities and service providers is significant in bringing efficiency in trade and transport. Nepal is persuading the open and liberal economic and trade policy. A high level Transport and Trade Facilitation Committee was formed in 1998 under the chairmanship of the Secretary at the Ministry of Commerce with the representation from relevant government institutions and the private sector, mainly from Federation of Nepalese Chambers of Commerce and Industries (FNCCI), Nepal Chamber of Commerce (NCC), Freight Forwarders Association (FFA), Goods Carriers Association (GCA), representation from carpet association, representation from handicraft and garment associations.
