This document is about the remarks by Robert Piper UN Resident and Humanitarian Coordinator who has thanked for the invitation for celebrating the Human Rights Day.The global theme of Human Rights Day is “My Voice Counts” with a focus on the
continuing struggle by millions of people globally, to have their fundamental rights
respected, including their right to have a voice and to be listened-to.
The Universal Declaration of Human Rights states that "Every citizen shall have the right and the opportunity to take part in the conduct of public affairs, directly or through freely chosen representatives". Nepal’s historic peace process has consistently recognized that the voices of historically-marginalized people are especially important in the governance of the ‘New Nepal’. For four years, we celebrated the historically-inclusive Constituent Assembly that was elected in 2008. Today, we are deeply concerned about its passing and the legal and representational vacuum it has left in its wake. Surely nothing could be more urgent than reinstating some form of legislature in Nepal as soon as possible.
