Upon instructions from my Government, I have the honour to refer to your report issued on 22 July 2005 entitled “United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific” (A/60/152), and particularly to section III: “Staffing and financing regarding the relocation of the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific” in Kathmandu.
I have noted that with regard to the Regional Centre, the report neither provides the updated information submitted by Nepal to the Department of Disarmament Affairs of the United Nations — the letters of the Permanent Mission of Nepal dated 22 August 2002, 26 September 2003, 15 July 2004 and 2 August 2005 — nor reflects the views of His Majesty’s Government of Nepal. As explicitly expressed in the letter of the Mission of the Kingdom of Nepal addressed to the Department of Disarmament Affairs dated 2 August 2005, His Majesty’s Government is fully flexible to sort out the outstanding issues relating to the relocation of the Centre to Kathmandu. Privileges and immunities for locally recruited staff of the Centre will be accorded in accordance with provisions laid down in the Convention on the Privileges and immunities of the United Nations, 1946. His Majesty’s Government is also ready to bear the requisite operating costs of the Centre, including additional security-related expenses.
