The quest to achieve progress has made governments realize that building their strengths and capabilities is essential in order to achieve success. Governments need to focus on technology while doing so,and the approach that will enable them to accomplish the intended results will be to involve the people into the process of development and empowerment of their respective communities. Comprehensive education of a society plays a pivotal role in development and progress of countries.
Illiteracy rates are highest in countries with large populations and high levels of poverty, especially among those belonging to indigenous groups living in remote areas, to lower castes or those with disabilities, as they suffer from reduced access to formal education and literacy program. The acquisition of literacy skills always involves as well a certain degree of change of attitudes and behavior for the learners at any level of their learning process.
