The Local Self-Governance Act –1999 (LSGA) consolidated different acts related to the Local Bodies (LBs) and provide da platform for decentralized governance in Nepal. The LSGA reflects the political will of Nepalese Legislature and Government of Nepal (GON) for the commitment to decentralized governance and it is well reflected in the Poverty Reduction Strategy Plan (PRSP).
Decentralization is considered a cross cutting issue having positive implication s on Poverty Reduction. To translate the spirit of LSGA into action, the GON has taken several messages to devolve different service related sectors from the line agencies to the LBs, especially to the municipalities in the urban part.
