Highlights:
1. CPN/M asks development agencies to work in close coordination with them and the SPA DDC reports revenue loss of Rs. 7.5 million due to CPN/M interference.
2. Government staff not able to move outside district HQ nor open offices in VDC’s.
3. CPN/M blocks on development activities and demands for registration lifted after discussions with the UN.
4. In October, the level of BOGs violations remains high. Personal demands for donations continue at a high level, despite the drop in the graph, which reflects a lesser presence of field staff during the festivals.
5. The CPN/M continues to request the government to suspend its activities at the DDC and VDC levels during the peace process negotiations.
