The response tracking matrix (4W) was established early on in the response to help track Who is doing What Where with the aim to support tracking of progress and district level coordination. The accuracy of the reports and usefulness of the tool are dependent of the coverage of agency reporting (% of actual active partners in the field) and the level of details provided. This is also the main tool in support of the mandatory monitoring that the ER cluster and its partners need to report bi-weekly on as to demonstrate progress in the cluster.
