The majority of reported incidents in 2010 were related to donation demands and threats. The majority of threats were attributed to SJMM across the country with the exception of the Central/Western Terai and the Karnali region. The donation demands reported were mainly related to KJWP (25), UCPN-M (16) followed by NCPM-Matrika and JTMM groups. There were 20 reported cases of IEDs imposing threats to DDC/VDC staff. In Saptari, an IED was exploded in Goiti VDC office where 3 persons, including 2 children, were injured. Similarly in Rautahat, 3 person, including 2 minors, were injured in a socket bomb explosion. In other incidents, the SJMM burnt down VDC offices in Sunsari (2) and Udaypur (1); KJWP torched offices in Jhapa (2) whilst a Limbuwan organization burnt 1 VDC office in Jhapa district. Unidentified groups also torched VDC offices in Mahottari (5) and Rupandehi (1).
