From January to December 2010, there were 165 BOGs incidents reported by BOGs signatories. 56 percent (93 out of 165) of the incident were reported as program interference, the majority of which can be attributed to the UCPN-M six days general strike in May. 34 percent (56 out of 165) of the incidents were reported as Extortion and Donation demands. The UCPN-M continues to pose more operational space issue than any other political party or group. The majority of donation demands and program interference issues posed by the UCPN-M occurred in the Mid-West and Far West Region. The trend increased from 6 incidents in January, to 17 in February to 22 in March. In the month of April, though we see slight decrease to 17 incidents, the number of reported extortion /donation demands increased from 13 in March to 15 in April as a result of a donation drive by UCPN-M. The majority of the UCPN-M donation demands are clearly linked to national level political activity such as national bandhs and programs.
