The density of events indicated by shading on the map represents the total number of reports received, and not necessarily the total number of actual incidents. Map represents the number of reported challenges to operational space - violations of the Basic Operating Guidelines (BOGs). Over the first four months of 2009 there was an increase in reported BOGs violations from 11 reported incidents in January to 45 in April. Specific reports related to extortions /demand for donations increased steadily, mainly due to an increase in reports from Eastern Hills where Limbuwan affiliated cadres were demanding donations. Similarly, in March and April protest programmes of the Tharuat groups, politically affiliated student wings, local communities and others across the southern plains resulted in a significant increase in reported BOGs violations as a consequence of Bandhs and Blockades. Service delivery of the humanitarian and development community was moderately hampered due to protest programmes in the Terai and "forced taxation" in the Eastern Hills.
