Map represents presence of Village Development Committee (VDC) Secretaries in the government allocated VDC duty stations between September and December 2009. The survey covers over 98% VDCs i.e 3,862 out of a total of 3915 VDCs. Of the VDCs surveyed, only 42% have a full-time VDC secretary present in the duty station. 39% VDC secretaries are either partially present or providing services from district headquarters. Although the main map shows 19% of VDCs with vacant positions or absence of VDC secretaries, 91% of these VDCs are getting services from Secretary of another VDC.
