n February, humanitarian and development agencies were directly or indirectly affected by bandhs and curfews in the Terai and eastern hills. INGOs, donor supported NGOs including UN agencies have been targeted occasionally in the reporting period. A number of I/NGOs have reportedly reduced or suspended activities in certain areas, in particular in VDCs south of the East West highway in the Terai, due to intimidation/threats to national staff members, and in light of security issues connected to the CA Election preparations.
