Due to threats from different armed groups, development agencies in the East and Central Terai are concentrating staff in DHQ and where possible monitoring field level programmes only during the day.NGOs to implement activities at the community level are increasingly required to negotiate with local armed groups.In Eastern hill districts, YCL and Limbuwan Khumbuwan Groups have intensified their forceful collection of donations.INGOs, Donor supported NGOs including UN agencies have been targeted in the reporting period.Five development staff were abducted in four different districts (Dhanusha, Kapilbastu, Khotang, Mahottari).
